This is really about an unspoken issue. The real cause of the fight is that REPUBLICANS want to privatize and make more voters conservative, the Democrats want to keep them on the dole. Everything else is symptoms.

I have tentatively concluded that this social security reform is a solution (tax cut) in search of a problem. With overtones of what you said.
