That's a very reasonable, standard definition -- not narrow at all. In fact, it's you who are inconsistent, since you argued here a few days ago (without proof) that even machines don't come up with the same count twice.

Sometimes people forget to sign in.

And sometimes they forget to sign in a second, third, and even fourth time.

by law, every ballot needs to be counted, even ballots that missed a first count by error.

Every VALID ballot needs to be counted -- excluding those that were invalidated pursuant to the rules the first time around but casually thrown into the hopper by the democrats on the second or third go-round.

There go the democrats again -- changing the rules in the middle of an election.
