Lizzie -

You can create a playlist in iTunes and download it to the Shuffle. You will then have the option of playing the songs in order, or randomly, depending on the position of the slider on the back.

My understanding is that you would have only one playlist at a time on the thing. This is from reading the description on the Apple web site.
