The E-Data news release stated:

Believed by whom? I believe "June 1" refers to 1996, which I believe is later than 1994-1995, the time period of the GIF/LZW/Unisys patent amnesty program (see xmission.com for details), which I believe makes it U.S. patent history. Therefore, E-Data's amnesty program is also *not* believed to be the first in U.S. patent history.

But, I could be wrong.
