I don't want to put all the blame on auto companies failure to give electrics a try. The cost of batteries was very high to get to a more reasonable price mass production had to be done to lower cost. It was the old chicken and egg problem which was first.

The government didn't want to kick in money in form of subsidies to get EV's off the ground. Auto companies wanted profits up front not to subsides high battery prices until lower prices from mass production and better battery performance would kick in.

It seems like to the people of california that had EV's liked them. GM want out because of their own reasons.
