Most Americans are dehydrated and need to drink more water. My rule is, especially if you get a lot of exercise, to drink enough water so your urine is not bright yellow or orange. You want it to be clear at least once a day. It's a good rule. Your organs & health depend on flushing water.

Also, when you said "chlorinated" you perhaps meant fluorinated? Fluorinated (tap) water is okay with me as it helps prevent cavities. As long as it tastes good that is.
