A few years back, NCR did a reverse split followed by a split in the same proportion, so that all the small share blocks were liquidated but everybody else was left exactly where they started. This would eliminate the risks associated with reverse splits that just end up encouraging the market to drive the price lower. I don't know why more companies that have been spun off don't do it that way.
