No, not at all. Carter was every bit as religious as GWB, and the point was that he said so. Out loud, and openly. Just as GWB has. In fact, from my knothole, I think Carter was MUCH more vocal about his religious views than is Bush. I'm sure that even now, we could find many of his comments of the past online. Neither of them have ever said something that would make the "non-religious" seem as second class citizens, to my knowledge. I don't know why you might think so.... It may have been simply that Carter never had occasion to talk about the meaning of religious freedom. I just don't remember.
