It really goes to the heart of religion where compliance is a matter of compulsion and not and interaction with the diety.

That doesn't make any sense. Whether compulsion is involved or not that wouldn't make it a religious thing. There certainly is not compulsion to partake in any religious thought, prayer, worship, ect. during a moment of silence.

Not that a moment of silence is a big issue to be but considering it imposing religion on someone or an example of establishment of religion is ridiculous.
