That's the one you're looking for, methinks.

But I'm well aware that there are limits to the conclusions one can draw from the absence of something. That is why I have limited my complaint against Bush to what is observable. I have charged him with exclusion, which is that very absence of something. And complained about the tone that sets. I have not charged him with deliberate exclusion, only exclusion. I have no way of knowing if it was deliberate or not. I have been quite circumspect and quite logically sound, I think, in my assertions.

If Bush had a habit of making speeches in which he talked about our wonderful country and on multiple occasions said things like, for example, how generous we are as a people with contributions for the tsunami coming from "the west, the south, and the heartland" never mentioning "the east," would you not consider that easterners were being excluded? Dismissed? Dissed?
