No, actually I am not. I am stipulating that there are circumstances where there exists no viable government, either in itself or supported within a defensive framework, to make a reasonable assertion of sovereignty, and that it is natural that an unreasonable claim to sovereignty should be challenged. I am further asserting that when one rejects international law, as did the Arabs in rejecting the Mandate, and put the matter to a test of arms, a decisive loss means something in regard to future claims. In other words, I am stipulating that a claim of sovereignty must be more than hot air.
