I said nothing about wiping out the Sioux. However, it is true that I do not think they were in the position to make a reasonable claim of sovereignty over a wide territory, and therefore that our expansion at their expense was justified. I tried to make clear, however, that this was not question of mere superior firepower, but rather whether there were anything like a respectable administration of the territories in question, including the ability to control immigration, defend frontiers, and other attributes of a sovereign state, whether alone or with the aid of allies.
