George W, I have, also, witnessed many, and very costly, abuses of Medicare. Yes, the system has failed in policing such abuses, but if the doctor, willingly took money from Medicare, he was, definitely, a crook. It's the same as someone finding a purse on the sidewalk, with the owner's identification in it, and then not making any effort to return the purse, and it's contents, to the rightful owner. It may not be a criminal charge to do that, but it is dishonest, to say the least.
