So, do you think the Allawi government has been ordering the bombings? That would be the analogous situation. One of the parties that claimed the bombing was Fatah, which is the main pary of the PA.

If Israel refuses to match the Palestinian will to move forward

Do the Pals need to demonstrate a "will to move forward" or do they just get it for free, despite how many bombings they do and the fact that the PA has never lifted a finger against the bombers?

Would you even agree in principle that it makes a difference towards negotiations whether a third party is doing the bombings, or the PA itself is doing the bombings? And if it is the PA, they have not demonstrated a "will to move forward"?
