North American LNG terminal status report. Here is the latest information that I could find on the construction status of LNG terminals that will impact the N.A. gas market.

Seven new Terminals approved by FERC, two by MARAD, two by Canada two by Mexico.
Of the seven approved by FERC, two are expansions of existing operating terminals at Lake Charles and Elba Island. Two are approvals of pipelines from proposed LNG terminals in The Bahamas and the Bahamas' government has yet to approve either although a recent newspaper article hints at approval soon for the AES project. However, the enviromental review was completed and forwarded to the Cabinet over a year ago and still no decision.
Of the remaining three FERC approved projects, two have received final Authority To Construct and have finalized EPC contracts, Sempra's Cameron LNG ( Hackberry ) and Freeport LNG. Cheniere's Sabine project has FERC approval but needs to have their implementation plan approved and all local permits in place before they get the final Authority To Construct. An EPC contract has been announced for Sabine but not finalized as the A.T.C. is not in hand and the financing has not been finalized. Some preliminary site work was been done at Cameron but the major construction work at the site will wait for Sempra LNG to finalize supply arrangements for the facility according to a recent company press release. public.sempra.com Sempra Cameron LNG reported no construction activity in the month of December. see: elibrary.ferc.gov Freeport LNG just got the A.T.C. this week so it is too soon to report on any construction progress there. Of the two MARAD approved projects, construction of Excelerate Energy's Gulf Gateway Energy Bridge ( originaly El Paso's ) is nearly completed. The facility will be ready in February and the first shipment in March according to recent company statements. For ChevronTexaco's Port Pelican, the License was issued on January 20, 2004, but A NEPA environmental assessment (EA) is still being prepared for the onshore fabrication site of the gravity-based terminal.
Of the other projects under MARAD review, the Final EIS was published for Shell's Gulf Landing on December 3rd, 2004 A decision to approve or deny must by law be made with in 90 days of the final public hearing which was on Nov. 18, 2004. So it must be approved or denied by February 17th. I think its too late to Suspend the Regulatory Clock on this one. The Regulatory Clock has been stopped on all other projects, since September 3rd, 2004 on Freeport MacMoran's Main Pass Energy Hub, since September 15, 2004 on ExxonMobil's Pearl Crossing, since August 20th, 2004 on ConocoPhillips' Compass Port, and most recently on January 5th, for the second time, on BHP Billington's Cabrillo Port.
Of the two Canadian approved terminals. Irving Oil's Canaport in St. John, New Brunswick and Anadarko's Bear's Head in Nova Scotia, No EPC contract awards have been announced. Of the two Mexican approved terminals, Altmira is under construction and and is expected to start operations in the fourth quarter of 2006. the equity interests in the LNG terminal will be Shell 50%, Mitsui 25% and Total 25%. A third mexican project, ChevronTexaco's GNL Mar Adentro de Baja California has all the Mexican federal approvals but still needs numerous Tijuana and Baja California government permits.
Of all the New terminal projects listed only Excelerate Energy's Gulf Gateway Energy Bridge and Terminal de LNG de Altamira S de RL de CV in Mexico have made any real construction progress. |
