Fred.. my money is on your bet. I just feel town coucil or solicitors are holding up orders or town manager over concern of law suits. I doubt any cop would be holding up buying a taser. Who wants to take a guy on drugs or alcohol when they can hit him with a taser and avoid injury to themselves.
