Only because it wasn't designed correctly.

What I would do:

1. Everybody would get charged the same rate, with no cap.

2. Everybody would receive the same monthly disbursement once they retire -- no graduated scale. It would be enough to get by, maybe today's equivalent of $20K/year.

3. Retirement age would be revised up to 70, and would stay there until modern medicine allows us to revise it again (or our abuse of the enviroment makes us revise it down)

Because of these measures, we might even end up being able to revise down the tax rate, since the wealthy would be contributing more and not taking out anything extra later on.

"Socialism?" Maybe. But I think it's a good way to go.
