I'm afraid that China's current way is correct for the present. Certainly everyone who has either tried to teach or to learn English knows that it is a stupid, illogical language. A Brazilian politician doesn't need English. However, since Portuguese is not the international language of science and technology the choice for advanced Brazilian engineers and scientists is stay ignorant or learn English. If I thought that their technical people will stop learning English I'd disinvest from Brazil in a hurry. I doubt that it will happen.
