The figures, variables and outcomes are based on many variables, each with a high degree of imprecision. You confuse imprecise and uncertain with complex.

There is imprecision, as well -- but it is manageable.

The bigger problem is the complexity. You have political considerations (made worse by the use of SS as political weaponry by the Left). Any significant change to Title 42, Chapter 7 is going to have major implications throughout Title 42; however, tons of other USC provisions will have to be modified as well. You would certainly have MAJOR changes to Titles 7, 10, 11, 12, 18, 25, 26, 28, 29, 31, 37, 38, and 39 -- as well as others I surely have missed. These changes will be substantial -- but some (like Title 26, Subtitle I) will have be totally rewritten.

When you start making changes to the methods of levying and collecting taxes, the cost to government and business is huge -- another complexity. Computer software has to be updated. Workers (government and private) have to retrained. All this stuff costs money and economic productivity.

The complexity is a much bigger problem than the arithmetic (although the arithmetic and compiling the data is more difficult than you might imagine).
