I can't say but, if not by means of the draft, how do they reconcile the apparent lack of soldiers with their clear desire to expand the "war against terrorism"? As per my earlier quote:

As you know, the lack of money hasn't deterred the US from making war -- they simply print it -- and in massive quantities. So, maybe they have a similar trick up their sleeve when it comes to soldiers? Let's face it, they have a enormous military-industrial-complex that is very hungry and rarin' to go.
