U.S subsidizes Nothing! They have a shorter patient life in Canada. A few years, to America's 20 years.

If the longer patent life in the US is used to cover expenses like research and development which enables the new drugs to be produced despite the shorter patent life in Canada and some other places that fact alone would in a sense be a subsidy. US consumers would be paying the costs, or at least a disproportionate share of the costs. Without these costs being paid there would not be as many drugs available in either the US or Canada.
