In my experience the HOV lanes are underutilized, at least 66 inside the Beltway going towards DC in the morning and away from it in the evening during Rush hour was underutilized last time I commuted that way and many of the cars only had one person in them. If they are very underutilized than the HOV lanes might actually increase emissions as not having them available to most people clogs up other lanes or other routes.
