We still have options on how? If it is proven that our very presence is increasing the insurgency we should reduce our presence from such areas. I have a feeling that if american troops moved out of the three or four provinces in dispute, the iraqis would have a better chance of success. They could then focus on other things like terrorists vs nationalists and true nationalists vs saddamistas. From this maybe a deal later this year between a sunni nationalist area and the elected officials of iraq. Things like no shia islamic rule, more sunni representation than their numbers call for, etc. all in the interest of grand compromise. This is what democracy in the broader sense means--not just majority rule but a system that takes care of local and minority concerns. For instance in the US we have a Senate and an Electoral college to control large state domination and a SCOTUS to protect our individual civil rights and liberties. Mike
