We're finding common ground! ;)

Anyway, yes, insuring the poor man has a nest egg has been SS's goal in the past. However, I'm of the opinion that by creating accounts for the poor (as well as the rich), you will actually be ensuring that the poor end up with quite a bit more money in their retirement due to the MUCH higher returns. I won't know for sure until I can estimate what they will get based on what Bush proposes wrt cutting future benefits. To figure this out I need to know what his formal proposal will be for:
1) max amounts divertable during any given year
2) amount of future benefit cuts

Then I'll take the sum of the NPVs of those two and see if it is positive. If it is, then it's a good deal for the common man.
