I don't think the neighboring Arab states are a military problem anymore. The Pals are a problem.

No, that's where you're wrong, the problem is still with the neighbors. They may have given up on conventional war, but they are still ready to fight to the last Palestinian. It would be a much more soluble situation if it really were just the Israelis and the Pals. Look at the situation right now, the local Hamas chapters in Gaza are ready to call a cease-fire and become a political party, but the Syrian Hamas commanders won't let them, and they control the funding. Who do you think funds Hamas (aside from the UN)? The neighbors.
