That's right, Bush did say the words "imminent threat". He just didn't say that Iraq was an "imminent threat" - that was an invention of Howard Dean.

What President Bush said, was that the United States would never wait for Iraq to become an "imminent threat".

It is also a fact, that two of the major reasons that the United States was attacked by bin Laden (on 9-11), is because the United States had troops stationed in Saudi Arabia to maintain UN Sanctions, and enforce the "no fly zones", over Iraq. It is also a fact that the reason that the United States attacked the al Shifa plant in the Sudan, was because the Clinton Administration linked bin Laden and Iraq's WMD program - a link that President Clinton's anti terrorism czar and Secretary of Defense defend to this day.
