That is the difference, isn't it? In those days the emphasis was on cooperation and working together. Now the emphasis is on unilateral response. As you note, civilized and efficient were equated. That is different now.

The fact of the matter is that terrorism can be contained by tracking actual terrorists and providing for the needs of average people. If the people of Iraq could depend on clean water, sewage and power 24/7, then suicide bombers would be held in pretty low esteem. That is the "hearts and minds" equation that seems to be always missing.
