That is the difference, isn't it? In those days the emphasis was on cooperation and working together. Now the emphasis is on unilateral response. As you note, civilized and efficient were equated. That is different now.

Tonite, they were talking about tomorrow's inaugural. One of the featured parties is called Black tie and boots......a little bit of TX in DC.
