I wonder who is going to vindicate their rights, the Rights Fairy? Without competent courts, rules of procedure, and a willingness to enforce decisions arrived at after litigation, there are no enforceable rights, only claims. Either the Israeli Government will make the final determination on such claims, or an independent panel will be appointed to do so. But even such an independent panel needs the cooperation of the Israeli government, unless it is the intention of marcos to occupy Israel to enforce alleged Palestinian rights. In the end, then, nothing will be settled without the participation of Israel, and, therefore, such matters are part of the final negotiation leading to peace between the two peoples, assuming such a thing comes to fruition.
