Mom and pops will just raise shipping/handling. One of the great things about eBay is the unusual stuff you can get -- often used -- and the "flea market" atmosphere that comes from being able to clean out your basement in an efficient marketplace. I don't think it would be good for eBay or its customers to eliminate that. I think it would be quite a loss and discourage people on both sides of the transaction.
