Which is why you really should give it to everyone, but the same amount to everyone.

How do you set the amount? The minimum necessary to lift the poorest and the neediest out of poverty? Talk about an incredible waste of money, given that everyone else will be receiving more, perhaps much more, than they need.

Of course, but we'd have done the best we could, and that's admirable.

Actually, there is no such thing as "the best we could" when it comes to entitlement programs. As long as someone has more than they "deserve" and someone else has less, we could always "do more."
