Bush doesn't like the crap, so he thinks he shouldn't reward it. Even if it produces Phyrric victories? If it's in our long term interests to take some crap, a wise and strong leader takes the crap. That means more fussing short term, but hopefully less in the long term. You seem to be assuming that fussing furthers our interests. If it does, fine, but if it doesn't, as Barnett says, then it's small and dumb.
