E-data may be wrong in thinking their amnesty is a first, but if they
believe that, then saying "it is believed" is literally true, at least
until they know otherwise. Having said that, what difference does it
make if they are first or second to do it? They aren't making a claim
that they patented the amnesty program for patent infringement.
Interesting trivia perhaps, but that's all, it seems to me.
