Ben Gurion was spokesman for one party to the issue, there were other parties involved, for instance the ones on whose homeland this was all taking place .... takes two to tango

...so it does, but only Ben Gurion was willing to come to the table. The Arabs all refused, both the ones from Palestine and the ones from outside Palestine. So negotiation never happened.
