China, as of the end of Nov. 2004, held $191.1 billion US debt, including all long/mid/short term debt, accounting for 33.3% of all China's foreign reserve. This is significantly lower than most of people claimed. I did not calculate myself, I got the number from some Chinese news.

I believe both numbers could be accurate.
My guess is the number you translated was ALL reserves not just US$ reserves.
Perhaps you can double check.
