What's needed is a high-speed way of developing vaccines. That should be doable.

The scary process of creating all possible viruses, seeing which ones are lethal and developing vaccines for them, then waiting to see if those viruses develop in the wild seems like a good idea. Provided of course that it's not a Simpsons project or Jurassic Park re-run, ending in the virus getting out of the lab and into humans, then evading the vaccine with a small shift and marauding through humanity.
