Which totally evades the issue. How, without a passport, do you engage in international travel?

Answer: You don't. Not legally anyway.

You have to present your passport to the airline you will be leaving the US on. You have to present it again to immigration authority in the foreign country. Then leaving that country you once again have to present to your air carrier. Then to get back into the US you have to present it to US immigration.

Is your experience different?

I'm sorry if some time back she posted she didn't have a passport and now says she's a seasoned international traveller. But she did. You'll have to straighten that out with her. I just know how the system works.

And, yes, the dollar has tanked.

Not that anyone should be TOO surprised. Back during the bubble it was known that a lot of money pouring into the US and US markets was foreign money. One of the worries was what would happen if foreigners lost confidence in the US dollar, the US economy, or US markets. Well, we're there. But the problem didn't start on January 20, 2001. Or, for that matter, on January 20, 1992. It has been a long time building.
