BBM if everyone just wrings their hands, says nothing can be done and reaches for their gun, we all know where that leads. It's the history of the world. It's easy to talk tough until your own, your family's or your friends' faces get shot off. After enough of that, people start to wonder if there isn't a better way.
When politicians through public support create broad regions of political stability as in many countries, things go much better. For example, the USA is a combination of states which settles things without shooting each other, though they did have a civil war. Europe is doing better with their union of integrated but separate states than they did with Napoleonic, Prussian, Kaiser or Nazi megalomania.
It wouldn't even be very difficult. But until there is some political will, we'll suffer the usual dog-eat-dog dominance hierarchy mayhem. Unfortunately, a lot of people get a kick out of that, not to mention profits, so it has plenty of support.
Israel could very well lead a transition. They have the political platform of public interest in a seriously disturbed region, and was created by the UN, so it would be a nice touch. If Israel hasn't even tried, it's a bit silly to say they are sour grapes.
