Probably not. Most countries that acquire or try to acquire these weapons usually have their own regional concerns. Israel didn't develop nuclear weapons to use on the US, although they have attacked us on at least one occasion. Iraq produced chemical weapons to use against Iran and their own Kurds. China wanted protection from the Soviet Union. Iran isn't plotting to lob nukes at the US, although if we invade they might be tempted. Being the only Shia state in a sea of Sunnis is more than sufficient reason.
