Not so sure about Japan, but I know for a fact that Germany is, or at least was. My wife is from Germany.

Germany, in particular, had a history of democracy. True, not as long as the US, but it was there. In addition, they had a long standing appreciation of social justice. It was no accident that it was German descendants who sparked the Haymarket riots that led to all the labor reforms. Ponder why the US and the rest of the world celebrate Labor Day on different days...

Germany and Japan accepted that they were beat and cooperated. Iraq hasn't. The situations are totally different.
