As far as giving aid to Iran or North Korea, those are completely different stories. If we were to give aid to them now, then what will have occurred will be considered nothing short of successful nuclear blackmail by both of those countries. Whereas, when other countries like Pakistan declare their solidarity with us of their own volition, like Musharaf did after 9/11, then it makes sense to reward that behavior.
