When I add a link to my favorites I click on the Favorites icon at the top of my tool bar and click "add."

I then close it out and go to "Favorites" that is next to "View" and "Tools" below my icon tool bar.


You're making it harder than it needs to be. In either IE or FF, when you "add" it opens a little window and offers you a "create in" list of your folders just below. You can pick one and it adds the favorite/bookmark in the folder. There's also a button that lets you create a new folder. There's no need for any second step.
