I think you are hopelessly limited. So what should Bush give a speech about? "We are going to stand up to tyranny around the world, except when it is short term advantageous to us to round up some terrorists."

That would be the worst speech ever. So now I think you are devoid of strategic thinking and don't know how to give inspiring speeches. Imagine a speech by Kennedy that would go something like this, if they made speeches the way you want them to"

"Ask not what your country can do for you. Ask what you can do for your country. Oh and btw, we're going to need alot of donations so that we pursue my alliance for the advancement of human rights."

Inaugural speaches are supposed to be long on ideals and short on details. Start talking about details and you lose everyone's interest. The details should be debated as you start to push your agenda through Congress.
