A good point.

As for the possible military base in African countries, I read that the US has already asked for permission to set up military bases in Tunisia, Morocco, Senegal, Algeria, Uganda, and Gabon. It has also decided to send more military ships and marine to cruise along the African coast. Yes, all these are being done under the name of "anti-terrorism". And after 9.11, the US has set up 13 New military bases in Afghanistan and other 8 countries around it (in Central Asia). So for now NATO and US bases are mushrooming instead of becoming endangered species.
