The Shia are being politically correct and indicating a willingness to appease those who are concerned about "what happens next" in general, and about civil war in particular. It is clear that al Qaida thrive where there is war and weak government -- they needed this war and have benefitted mightily from it and from the fall of Saddam -- now they need to keep it going and make it spread. Stopping the war and containing the war should be our primary goals. A nominally secular state provides us with some assurance (probably quite meaningless but with some symbolic value) that the majority do not want civil and/or regional war, or another Islamic state that would be contrary to our perceived self interest. Is this better than what came before? The current situation is not by any means better than what it was before for us, as Americans, and in the short term it is no better for Iraqis, but in the long term it may provide the window of opportunity for Iraqis to seek the benefits of peace.
