Actually, Iraq was on the verge of proving conclusively they had complied 100% with the UN terms of disarmament, which would have removed all of the sanctions. The WMD scam was about to backfire on Bush in a big way. Had Bush delayed the illegal invasion by as little as 10 days, there's a good chance the invasion would have to have taken place after Iraq was given a clean bill of health by the UN.

All of the rhetoric coming out of the White House at the time seemed to be saying, "How can we justify killing all those people on 9/11, if we lose the big prize?".

I don't think the PNAC boys ever expected Hussein to roll over and cooperate the way he did. I suspect there was some behind the scenes activity going on, along the lines of France, Russia and Germany telling Hussein if he were to cooperate, they would support removing the sanctions, and perhaps get better access to Iraqi oil as a result. Bush was in heap big trouble starting from the day Hussein welcomed UN inspectors back to Iraq. It's even possible Bush believed there were WMDs in Iraq. That's a game Rumsfeld has played on Presidents before. The plan obviously called for Hussein refusing to allow the return of UN inspections, which would have provided the justification Bush needed to launch the invasion in January as planned. When that fell apart, Bush was forced to invade against world opinion, or face losing the 9/11 payoff
