Israel Resumes Building West Bank Barrier Segment The headline is misleading, inasmuch as Israel never stopped building the fence, except to listen to Israeli court cases. I expect the fence building to continue. It is Israel's strongest leverage against the intifada - "So you don't want to stop the terror and negotiate? you put your trust in suicide bombers? Oslo is dead and gone? Fine, we'll draw the border where we decide. You don't like it? We suggest you negotiate - and that means without suicide bombers."
