I thought Abbas deploying thousands of security people in Gaza was not just a baby step.

They're for show. They are under orders to talk nicely to any terrorist they see, and try to dissuade him. No force is to be employed. Besides, Hamas is only letting them take positions in the northern half of the Gaza strip.
