FOSTERING AN APPEARANCE...THAT INFORMATION IS BEING WITHHELD FROM THE PUBLIC ? I don't think it is FOSTERING. I believe that it IS withholding or didn't want the public to hear or view the tapes. WHY WHY WHY WHY WHY... "The destruction of evidence in the Government's possession, in this case an audiotape -- particularly during times of national crisis -- has the effect of fostering an appearance that information is being withheld from the public."
