I believe indeed Toledo ist 2x512KB L2. But it would not need a new process. If cache distribution yield is somewhere close to where they are for the other processes, there will be plenty of dies ready for Toledos from the Opteron die. When I say plenty, its meant as five digit figures for Q3 and in the sixdigit figures for Q4.

As for impatience in terms of pulling in anything, you might consider folks are running Fab30 more like a foundry since a while. Half a dozen of highly complex processes in parallel is nothing short of amazing - and would be close to hopeless to achieve without APM anyway. Now to expect extraordinary pace in progressing characteristitics as well, is apparently beyond what people in Dresden can accomplish. Staying halfway on the curve is all what can be done.
Which is one of the reasons I finally abandoned the idea CPF could ever get significantly profitable with Fab30 alone.
Without this expectation, I look at it pretty relaxed. I see it being good enough for muddling through until Fab36 and Chartered will kick in.
